Measures and Tests for IIS Assessment - Patient Matching HL7

New Measurable Concepts Promoted
In September 2026, AIRA, CDC, and the Measurement for Assessment and Certification Advisory Workgroup (MACAW) promoted two new measurable concepts: Multiple Organization Patient Matching–HL7 Submission and Multiple Organization Patient Matching–HL7 Query from the Testing & Discovery stage to the Assessment stage of Measurement & Improvement (M&I).

Newly Combined Reporting
These concepts assess an IIS’s ability to accurately match and consolidate patient records, even with variations in critical fields like name and address, fostering better health data interoperability when data comes from multiple sources. These new concepts have been combined with the existing single organization patient matching concepts to form a single unified content area and along with a new, easy-to-read and interactive report card.

IIS Community Input on 12 Proposed Measures
MACAW proposed 12 measures in summer 2026, advancing these concepts toward the next stage of M&I, Assessment. The community played a crucial role in refining these measures, with:
•A seven-week comment period (June 30–August 14)
•A town hall on July 27, attended by over 80 participants
